Badung Police and Kerobokan jail authorities are negotiating a memorandum of understanding (MoU) in a new joint bid to curb the drug trade being run from inside the jail and use of illegal drugs by prisoners.

The seven-chapter MoU, which has been finalised but is awaiting sign-off by Bali Police lawyers, will govern cooperation between prison staff and police and cover such things as when police have the right to enter the jail to pursue inquiries.

Badung chief of detectives Soma Adnyana said it was clear Kerobokan was a major drug distribution centre both in terms of use inside the prison and as an organisational base by drug-ring bosses serving jail sentences.

“One article in the agreement will give Badung Police authority to enter the prison on drug inquiries,” Soma said.

He said the MoU would also make it easier to keep track of drug sellers and users in the prison system who at present often “disappeared” because there was no formal cooperation between the prison service and the police.

The MoU is expected to be in place by the end of the year.
